De 1 a 5 de octubre de este año, el Movimento dos Atingidos por Barragens (
MAB) realiza, en Rio de Janeiro, su 8o encuentro nacional. El tema, “Agua y
energía com soberanía, distribución de la riqueza y control popular”.

Del encuentro también participarán la Plataforma Operária e Camponesa de
Energía, Via Campesina, Frente Brasil Popular, Movimiento de Afectados por
Represas (MAR) y entidades internacionales. El objetivo es formular las
bases de un proyecto energético popular.

Países ricos, como EUA, China, Alemania e Inglaterra, altamente
dependientes de energía, tienen reservas insuficientes, lo que los motiva a
buscar controlar las reservas estratégicas de países periféricos. Brasil es
objetivo prioritario por detener potencial energético de gran calidad y
cantidad, como el pré-sal y la hidroelectricidad.

Desde hace décadas, gobierno a gobierno, nuestro país abdica de su
soberanía energética. Hoy, la industria de producción y distribución de
energía se encuentra en manos del capital privado. Hidroeléctricas, líneas
de transmisión y distribuidoras pertenecen al capital transnacional, siendo
la Petrobrás una excepción.

Apesar de que la mayor parte de la energía de Brasil es fornecida por
hidroeléctricas, consideradas de bajo costo de producción, el brasileño
paga una de las cuentas de luz más caras del mundo. Sin embargo, hay
grandes empresas consumidoras que tienen tratamiento especial. La Samarco,
por ejemplo, responsable por el crimen socioambiental de Mariana (y todavía
impune), recibe la energía a precio de costo, lo que equivale a diez veces
menos de lo que paga una família por el consumo de la misma cantidad de
quilowatts. Y todo eso controlado por el Estado, a servicio del gran
capital, através de la Agencia Nacional de Energía Electrica (Aneel), sin
ninguna participación popular.

El apetito de las empresas transnacionales por nuestro potencial energético
se le impone al gobierno al exigir aflojar las licencias ambientales,
permitir la construcción de hidroeléctricas en áreas indígenas y forzar el
desplazamiento predatorio de las poblaciones que viven en la orilla de los
ríos.

La soberanía energética de Brasil ha sido substituída por el concepto de
“seguridad energética”, apesar de que se han pagado valores exorbitantes a
las empresas controladoras. Los trabajadores del sector son tercerizados y
precarizados por la reforma laboral del gobierno Temer, y sus movimientos
sufren de criminalización, mientras que la población arca con el aumento de
las tarifas del gas de cocina y de los combustibles de vehículos.

El encuentro nacional del MAB visa reforzar la lucha por la soberanía
energética de Brasil; por el control popular sobre la planificación y
ejecución del sector; y por la adecuada destinación de la riqueza por él
generada, de modo a garantizar los derechos de los afectados por represas y
mejorar la calidad de vida de los trabajadores.

Agua y energía son bienes esenciales a la vida humana y planetaria, y no
pueden considerarse meras mercancías. Portanto, deberían estar excluídas
del derecho de apropiación privada.

Hay que presionar el gobierno para que los recursos del pre-sal sean
aplicados en salúd y educación, generación de empleos y garantía de
derechos de la ciudadanía.

On October 1st until the 5th, the Movement of People Affected by Dams, MAB
(social movement from Brazil) will hold in Rio de Janeiro, its eight
National Encounter, with the lemma "Water and energy with sovereignty,
wealth distribution and popular control".

This Encounter will also have the participation of the Labor and Peasant
Energy Platform (formed by rural and urban movements and trade unions from
Brazil), La Via Campesina, Frente Brasil Popular, the Latin-American
Movimentos de Afetados por Represas (MAR) and other organizations from
outside the country.

Rich countries as China, US, Germany and England, highly dependent on
energy, have insufficient energy reserves, which motivates the efforts to
control over strategic energy reserves of peripheral countries. Brazil have
an enormous energy potential in terms of quality and quantity, as the
pre-salt layer oil reserve and it's hydro-electricity, which turns Brazil
into one of the main targets.

Over decades Brazilian governments forfeits it's energy sovereignty. The
energy production and distribution industry are controlled by private
capital. Hydro-power plants, transmission lines and energy distributors
belongs to transnational capital, Petrobras is an exception in Brazil.

Although, most of Brazilian energy comes from hydro-power, which is
considered a low cost energy production, the Brazilian people pays one of
the highest energy fares in the world. But, big companies that consumes a
high amount of energy are specially treated. Samarco, mining company
responsible for the dam burst in Mariana (crime which until today stays
unpunished), for example, receives energy at cost price, this is equivalent
ten times less than what a family pays for the same quantity per kilowatts.

And all this is controlled by the state, through the National Electric
Energy Agency (Aneel), which is actually at service for the large capital,
there is no popular or democratic participation whatsoever.

The appetite of this transnational companies for our energy potential
imposes the government the slackening of environmental license, permits the
construction of dams in indigenous areas and forces the eviction of the
riverine population.

Energy sovereignty has been substituted by the concept of "energy security"
in Brazil. The workers at the energy sector are sub-contracted and now work
under even more precarious conditions with the labor's rights reform of
Temer's government, the social and union's movements suffer political
persecution through criminalization, and the population are paying for the
increase of households energy fares, kitchen gas and vehicle fuel.

MAB's National Encounter targets to reinforce the struggle for energy
sovereignty; for popular control over the planning and operation of the
sector; and for adequate destination of the wealth generated by it, to
guarantee the rights of the people affected and to improve quality life of
the workers.

Water and energy are essential to human life in the world and may not be
considered as mere commodities. That's why private appropriation over water
and energy should be banished.

It's necessary to pressure government that the recourses of the pre-salt
layer should be applied on health, education, employment and guarantee of
citizenship.
