आईये हिमालय के विनाश के खिलाफ संघर्ष करें

‘‘हिमालय दिवस 9 सितंबर‘‘ उत्तराखंड सरकार हिमालय दिवस के लिए इस बार बहुत तैयारी कर के बैठी है और पूरे भारत सरकार ने भी हिमालय दिवस के लिए तैयारियां की है। नरेंद्र मोदी भी आ रहे हैं। मात्र हिमालय दिवस मनाने से ही हिमालय की सुरक्षा नहीं होगी। बल्कि हिमालय की पीड़ा को समझना ज्यादा जरूरी होगा। आज हिमालय किन कारणों से पीड़ित है आइए उनकी विवेचना करें। हिमालय अगर पीडित है तो वह है विकास से। इस कथाकथित विकास ने हिमालय को भेद कर रख दिया है। इन विकास कार्यों में हजारों बल्कि लाखों एकड़ जंगल खत्म कर दिया गया हैं। सडकों में, बांधों में और अन्य कार्यों में; और जो बचा खुचा जंगल है भी उस पर भी वन विभाग की कृपा से विनाश हो ही रहा है।

हिमालय के मूल तत्व है बर्फ, नदियंा व जंगल और इसके रक्षक है यहंा के निवासी। पूरे हिमालय में नीचे हरा आवरण और ऊपर नीचे श्वेत धवल बर्फ का आवरण। बर्फ का आवरण हिमालय के पूरे स्वास्थ्य का रक्षक ही है। बर्फ का होना और वृक्षों से आच्छादित होना पूरे हिमालय के लिए दो जरूरी बातें रहीं। जैसे-जैसे हमने विकास योजनाओं को हिमालय में तरजीह दी है वैसे-वैसे ही हिमालय में ग्लेशियर का नीचे होना शुरू हुआ है, जंगलों का कटान हुई है। बांध बनने से बादलों का फटना ज्यादा हुआ है। टिहरी बांध बनने के बाद बादल फटने की घटनाओं में तेजी से वृद्धि हुई है।

बड़ी चौड़ी सड़को के बनने के कारण से भूस्खलन बढे हैं। जहां पर भी सड़के चौड़ी हुई हैं वहां पर ज्यादा विस्फोटकों का इस्तेमाल होता है, जिस कारण से सड़क बनने के थोड़े ही समय बाद भूस्खलन चालू हो जाते हैं। विस्फोटों के बहुत ज़्यादा इस्तेमाल के कारण से हिमालय कमज़ोर हो रहा है। जहाँ-जहाँ चौड़ी सड़कें, वहां-वहां पर तथाकथित विकास की बड़ी योजनाएँ जिसमे ये बड़े बांधों आदि ने तो हिमालय को बहुत ही नुकसान पहंुचाया है। ये सरकारें इस बात को क्यों नहीं समझती हैं?

उत्तराखंड के मुख्यमंत्री श्री त्रिवेंद्र रावत जी ने 15 अगस्त को राज्य के सभी लोगों से एक पेड़ लगाने का संकल्प लेने के लिए कहा था। दूसरी तरफ बांधो में तो हजारो लाखों हेक्टेयर जंगल सीधे ही डूब रहा है।

अभी अगस्त महीने ही में पंचेश्वर बांध की जनसुनवाईयाँ जिस तरह हुई हैं उसमें पूरी तरह हिमालय के हक़ को नाकारा गया है। सरकारें बांध विकास के नाम पर ला रही हैं, दूसरी तरफ हिमालय के रक्षण की बात करते हैं। एक पेड़ लगाने की बात करते हैं दुसरी तरफ हजारों हेक्टेयर जंगल डूबा रहे हैं, बर्बाद कर रहे हैं। तो ये कथनी और करनी का अंतर मालूम पड़ता है।

नदियंा हिमालय की बेटियंा है। हम सरकारों को यह फिर से याद दिलाना चाहेंगे की जून 2013 के समय शायद ही कोई बांध बचा था जिसपर नदियों ने अपना प्रकोप नहीं दिखाया था। नदियां खास कर गंगा, बांधों को तोड़ कर आगे बढ़ी थी और बांधों के कारण से जहाँ-जहाँ गंगा का प्रवाह रुका वहां-वहां तबाही और हुई। बांधों के निर्माण में विस्फोटकों के इस्तेमाल के कारण भूस्खलन उन क्षेत्रों में ज़्यादा हुए। हमने हमेशा ही इस बात को सरकारों के सामने रखा है किन्तु अफ़सोस है की आजतक गंगा को माँ मानने वाली सरकार और अब जिसे डबल इंजन की सरकार कहा जा रहा है, वो भी इस मामले में पूरी तरह मौन ही नहीं अपितु उसके खिलाफ काम कर रही है।

नदियों में खनन को जिस तरह से बढ़ाया जा रहा है, जिस तरह रोज़गार के नाम पर खनन खोलने की बात हुई वो भी गलत है। चूँकि खनन रोज़गार नहीं। हाँ चँद ठेकेदारों के लिए फायदा देता है। हमने सरकारों को कहा है की टिहरी बांध में और दूसरे बांधों में भी जैसे विष्णुप्रयाग बांध के जलाशय में बहुत सारा मलबा, बहुत सारी रेत भरी पड़ी है। यदि यह रेत निकली जाये तो इससे टिहरी बांध का जलाशय खाली हो पाएगा और पानी भी ज़्यादा भर पाएगा। किन्तु ऐसा न करके, मात्र हरिद्वार और नीचे के क्षेत्रों में खनन को ज़्यादा बढ़ाने की बात हुई है।

हिमालय दिवस के इस शुभ अवसर पर हम केंद्र व राज्य सरकारों मांग करते हैं की वे हिमालय की इन पीड़ाओं को पहले समझे और उसके अनुसार ही विकास की नीतियों को बदले। बड़े बांधो से मात्र थोड़ी बिजली ज़रूर मिलेगी मगर तबाही की ज़्यादा हुई। 

हिमायल दिवस पर सरकारें टिहरी बांध जैसी गलती ना दोहराने का संकल्प ले। पंचेश्वर बहूद्देशीय बांध परियोजना को वापिस ले।

Himalaya Diwas, 9th September, the government of Uttarakhand has prepared a lot for the Himalaya diwas, this time central government of India has also made preparations for the Day. Narendra Modi is also coming. A mere celebration of the Himalaya Day will not save the Himalayas rather it would be more important to understand the grief of the Himalayas. What are the concerns for the Himalayas today, let us understand that. Today Himalaya is threatened by so called development activities. This so-called development has pierced the Himalayas. Thousands and millions of acres of forest have been destructed in these development works, building roads, constructing dams and in other works; And the remaining forest is also being destroyed by the grace of the forest department. 

The basic element of the Himalayas are the snow, rivers, and forest, and its protector is the inhabitants of there. The green cover beneath the entire Himalayas and the white snow cover above the top. The snow cover is the protector of the entire health of the Himalayas. Having snow and covered with trees, been the two important things for the Himalayas. As Government have expedited development plans in the Himalayas, the glacier has started melting in the region and the forests have also been recklessly cut down. The formation of a dams have caused clouds to burst. Cloud burst incidents have increased rapidly after the construction of the Tehri Dam.

The landslides have increased due to the formation of large widened roads. Wherever the roads are widened, more explosives are used, due to which landslide begins soon after the construction of roads. Himalaya is becoming vulnerable due to the excessive use of explosives. Wherever large and widened roads there and colossal projects of so-called development, in which these big dams etc. are included, have caused havoc to the Himalayas. Why do the government not understand it? 

Chief Minister of Uttarakhand, Shri Trivendra Rawat, had asked people of the state on 15 August to take a resolution to plant at least one tree. On the other side, thousands of millions of hectares of forest are submerged directly.

The rights of the Himalayas have been totally denied in the way that the public hearings of the Pancheseshwar Multipurpose Dam have taken place recently in the month of August. Governments are bringing the dam in the name of development, on the other hand, they talk about protection of the Himalayas. On one hand, they talk about planting a tree, on the other hand, thousands of hectares of forests are submerged. So, it seems the difference between their words and action.

Rivers are daughters of the Himalayas. We would like to remind the governments again that there was hardly any dam which the rivers did not show their outbreak during the June 2013. The rivers, especially the Ganges, went ahead by breaking the dams and wherever the dams hindered the flow of the river, it was more destructions over there. Because of the use of explosives in the construction of dams, landslides were recorded more in those areas. We have always kept the matter in front of the governments, but regretfully the government believing Ganges as the mother so far, which is now also being called the government of double engine, is not totally silent in the matter but is working against.

The way the mining is being extended into the rivers and the way the mining was done in the name of employment, they are all absolutely wrong. Because mining is not employment. Yes, only a few contractors get benefited. We have told the government that in the Tehri Dam and other dams, a lot of debris and sand lying, like in the reservoir of Vishnuprayag dam. If this sand is released, then the reservoir of Tehri Dam will be empty and it will also be able to store more water. But leaving it aside, there has been a talk of increasing mining in Haridwar and the areas below.

On this auspicious occasion of Himalaya Day, we demand the Central and the State Governments to first understand the grief of the Himalayas and change the policies of development accordingly. Of course, a little bit of electricity will be generated from the big dams, but devastation will be more than that.

On the Himalaya’s day, the governments may resolve not to repeat the mistake like Tehri dam. And take the Pancheshwar multi-purpose hydro power project back.
