¿EN COLOMBIA SE PREPARA UNA INTERVENCIÓN A VENEZUELA?

Con la llegada a Colombia en los primeros días de junio de los primeros 45 integrantes de la "Brigada de Asistencia de Fuerzas de Seguridad" (SFAB por sus siglas en inglés) bajo la dirección del Comando Sur de EEUU, es la primera vez que ésta unidad élite del ejército estadounidense viene a Latinoamérica según lo informó la embajada estadounidense en Bogotá, teniendo en su haber un historial de participación en los teatros de guerra de Afganistán, Irak, África y Europa. Se trata de una unidad especializada en entrenar, asesorar, ayudar, habilitar y acompañar operaciones militares en el extranjero con naciones aliadas y asociadas, constituída por 800 efectivos militares, suboficiales y comisionados, organizados bajo el modelo estándar de una brigada de infantería de combate especializada en la guerra no convencional y en conflictos de baja intensidad. En ésta oportunidad su misión es elevar la capacidad de las brigadas tácticas de combate colombianas que deben enfrentar una "amenaza cercana".

Es el propio Jefe del Comando Sur de EEUU, Almirante Craig Faller quien explica la presencia en Colombia de dicha Brigada: "la misión de SFAB en Colombia es una oportunidad de mostrar nuestro compromiso mutuo contra el narcotráfico y el apoyo a la paz regional, el respeto de la soberanía y a la promesa duradera de defender los ideales y valores compartidos". No obstante, el ministro de la defensa colombiano, Carlos Holmes Trujillo, afirmó que la presencia de éste contingente militar solo tiene como propósito "la cooperación en la lucha contra el narcotráfico" sin mencionar si su misión tendrá un alcance regional, evitando así vincular las fuerzas armadas colombianas con objetivos extraterritoriales. Esa diferencia aparentemente sutil  oculta el verdadero propósito de esa misión militar estadounidense en territorio colombiano, el cual no pareciera ser precisamente apoyar la lucha contra el narcotráfico, porque las características de la SFAB no se ajustan al perfil que corresponde al combate de ese flagelo sino a las tareas de la guerra no convencional, de hecho la SFAB no son fuerzas preparadas para la lucha antidroga. Además, Colombia no necesita actualmente asistencia en esa materia tal como lo reconoció el entonces presidente Barack Obama en la Cumbre de las Américas, realizada en 2012 en Cartagena de Indias: "Hemos seguido invirtiendo en programas como el Plan Colombia, pero ahora estamos trabajando con Colombia, considerando sus mejores prácticas alrededor de cuestiones como la seguridad de sus ciudadanos, para que no sólo los Estados Unidos sino también Colombia proporcionen asistencia y capacitación técnica a países de Centroamérica y el Caribe para encontrar maneras en que puedan duplicar parte del éxito que hemos visto en Colombia", un "éxito" que las evidencias desmienten. La verdad es que las fuerzas armadas colombianas vienen actuando desde hace tiempo cumpliendo funciones de instrucción y asesoría contratada por otros países en coordinación con la DEA, que sí es el órgano de EEUU dedicado a la lucha contra el tráfico de drogas ilícitas.

Por otra parte, el comunicado de la embajada estadounidense en Colombia señala que "el despliegue del SFAB apoya a la Operación Antidrogas de Mayores Esfuerzos, la cual fue anunciada el 1 de Abril por el presidente de EE.UU., Donald Trump", que es precisamente una operación naval desplegada por el Comando Sur en aguas cercanas a las costas venezolanas, concebida para amenazar la soberanía y la paz de nuestra nación mediante un dispositivo militar dirigido a bloquear el libre tránsito o intervenir militarmente nuestro país si así lo deciden finalmente, con el objeto de derrocar el gobierno de Nicolás Maduro e imponerle a los venezolanos un gobierno funcional a sus intereses geopolíticos, violando su derecho a la autodeterminación. En éste contexto, la ubicación de personal de la brigada SFAB en la región fronteriza colombiana del Catatumbo como se ha anunciado, no puede sino interpretarse como un movimiento táctico inscrito en la estrategia de guerra no convencional que adelanta el gobierno de Trump contra Venezuela, con el apoyo del gobierno uribista de Iván Duque, quien pretende utilizar a Colombia como puente para intervenir a nuestro país. En la práctica el gobierno de Bogotá viene actuando en esa dirección como lo demuestra su vinculación directa con el intento fallido de incursión a través de la frontera del estado Táchira, ocurrido el pasado 23 de febrero de 2019, con la participación de paramilitares y militares desertores venezolanos, así como el respaldo que le dio al grupo de mercenarios que intentó incursionar por las costas del litoral central venezolano el pasado 3 de mayo. A eso se suman los ejercicios militares conjuntos Colombia-EEUU realizados en enero de 2020 en la base de Tolemaida y en la región de la Guajira colombiana en marzo de 2020, además del despliegue regular de fuerzas militares colombianas en sus fronteras con Venezuela.
Es un hecho muy significativo que refleja el alto grado de subordinación del gobierno colombiano a Washington, que el anuncio del arribo de la brigada especial SFAB lo hizo la embajada de EEUU secundada por el Ministro de la Defensa y el Comandante de las Fuerzas Armadas de Colombia, sin que mediara la autorización del Senado de la República de conformidad con lo establecido en el artículo 173 de la Constitución, la cual se aplica exclusivamente para el "tránsito de tropas extranjeras por el territorio nacional" y no para su permanencia indefinida cumpliendo misiones de combate dirigidas por un ejército extranjero como está planteado. Varios congresistas colombianos se pronunciaron en contra de la llegada de la brigada SFAB y denunciaron esa decisión del gobierno de Duque como inconstitucional y en ese mismo sentido el Consejo de Estado de Colombia, en su carácter de máxima jurisdicción de lo contencioso administrativo, le exigió a dicho gobierno una explicación sobre la presencia del contingente militar estadounidense en suelo colombiano, toda vez que según la constitución se requiere la autorización del Senado y del propio Consejo de Estado. Mientras en Colombia están encendidas las alarmas por la presencia militar estadounidense en la zona fronteriza con Venezuela, paradójicamente el gobierno autoritario de Nicolás Maduro no ha hecho un pronunciamiento contundente sobre ésta grave amenaza a la soberanía nacional.

La llegada de la SFAB a Colombia de la mano del gobierno uribista de Duque, está comprometiendo la soberanía del pueblo colombiano con una posible intervención militar de EEUU a Venezuela, la cual de materializarse causaría mucho más sufrimiento en ambos países y una herida profunda en el alma de dos pueblos hermanos, que solo beneficiaría a los perros de la guerra y a las élites dominantes que buscan desviar la atención de las necesidades sociales urgentes que demandan colombianos y venezolanos. Además, éste podría ser un paso decisivo para involucrar a Colombia en una aventura imperialista contra Venezuela y la paz de la región, y así lo denunciamos.

In addition, Colombia does not currently need assistance in this matter, as recognized by then President Barack Obama at the Summit of the Americas, held in 2012 in Cartagena de Indias: "We have continued to invest in programs such as Plan Colombia, but now we are working with Colombia, considering its best practices around issues such as the security of its citizens, so that not only the United States but also Colombia provide technical assistance and training to countries in Central America and the Caribbean to find ways in which they can duplicate part of the success that we have seen in Colombia ", a" success "that the evidence denies. In this context, the location of personnel of the SFAB brigade in the Colombian border region of Catatumbo, as announced, can only be interpreted as a tactical movement inscribed in the unconventional war strategy that the Trump government is advancing against Venezuela, with the support of the uribista government of Iván Duque, who intends to use Colombia as a bridge to intervene in our country. In practice, the Bogotá government has been acting in this direction, as evidenced by its direct link to the failed attempt to make a incursion across the Táchira state border, which occurred on February 23, 2019, with the participation of paramilitaries and military deserters. Venezuelans, as well as the support he gave to the group of mercenaries who tried to make inroads along the coasts of the Venezuelan central coast on May 3. Added to this are the joint Colombia-US military exercises carried out in January 2020 at the Tolemaida base and in the Colombian Guajira region in March 2020, in addition to the regular deployment of Colombian military forces on their borders with Venezuela.

It is a very significant fact that reflects the high degree of subordination of the Colombian government to Washington, that the announcement of the arrival of the SFAB special brigade was made by the US embassy seconded by the Minister of Defense and the Commander of the Colombian Armed Forces. , without the authorization of the Senate of the Republic in accordance with the provisions of article 173 of the Constitution, which applies exclusively for the "transit of foreign troops through the national territory" and not for their indefinite stay fulfilling missions of combat led by a foreign army as planned. The arrival of SFAB in Colombia at the hands of the Duque uribista government is compromising the sovereignty of the Colombian people with a possible US military intervention in Venezuela, which if materialized would cause much more suffering in both countries and a deep wound in the soul of two brother peoples, which would only benefit the dogs of war and the dominant elites who seek to divert attention from the urgent social needs that Colombians and Venezuelans demand. Furthermore, this could be a decisive step to involve Colombia in an imperialist adventure against Venezuela and the peace of the region, and so we denounce it.
